Filter = censur? En enkätundersökning om bibliotekariers rätt att begränsa information med hjälp av datorfilter.
The main purpose of this paper is to examine librarian's opinion of computer filters, to bring order in the debate on these filters and also to encourage future debate on this subject. The main problem is whether librarians themselves think they have the right to limit the public access to information on the Internet by using computer filters. We will also see how many public libraries are using filters, why they have chosen to use or not to use them, what is the librarians' opinion of filters, what rules exist regarding the use of the Internet, and finally if it is legal to use filter programs in public libraries. We have also included a short report on what filters are and how they work. This paper deals only with Swedish conditions on a number of public libraries.

The aim of this thesis is to examine the historical use of "poison cabinets", or restricted shelves, in Swedish libraries. Drawing upon the theories of Mary Douglas and Michel Foucault, it also seeks to sketch a cultural and ideological context of the practice; with the emphasis on social or mental hygiene, and disciplinary aspects. Through qualitative interviews as well as digitalized recordings of librarians active during the first half of the 20th century, actual examples of poison cabinets are presented. A closer examination is conducted of past collections at Lund University Library, and two large public libraries situated in Växjö and Sigtuna. The essay also investigates views on library censorship, controversial literature, and other related subjects reflected in th elibrary press during the period 1916-1979.
Biblioteken och censuren: om försök att censurera HBT- litteratur på amerikanska folkbibliotek
The aim of this study is to look at censorship and attempted censorship of books about gay, lesbian, bisexual and transsexual (GLBT) people in public libraries in the USA. People from the public can submit formal challenges to a book at the library when they find the material offensive which can lead to those books being taken away from the library shelves. The questions asked are why GLBT- literature is being challenged, and sometimes banned, and how do the libraries deal with the challenges to the books.It is nowadays the people from the public, rather than the government or the librarians that are behind many cases of removal of books with homosexual themes. The study presents some of the fictional GLBT- literature that has been cause for much controversy in the USA. All the five examples mentioned are children?s books concerning GLBT- themes and are among the most challenged books in American libraries in the past twenty years.
Pox-rättegången, Mangafallet och Tintin-gate : en diskursanalys av debatter och nyhetsrapportering i svensk media om tecknade serier och censur
The study aims to examine how censorship and comics have been discussed in three debates. The aim is also to identify discourses and the orders and relations of power constructed in the debates, and to examine how librarians should handle debates about censorship and comics. Selected sources are articles from Swedish newspapers and tabloids about the debates on the Pox-trial, the manga case and the debate about Tintin in Kulturhuset. The results from the analysis indicates that the debates have been dominated by two main discourses: a discourse on freedom of speech and a discourse on social responsibility. Within the discourse of freedom of speech there is a range of perspectives that emphasize: artistic freedom, the need for open and free conversations, a discussion about how the comics are assessed in comparison with other media formats as well as a discussion about moral and moralism.

This kind of censorship has theadvantage of not being scrutinized by public eyes in the way that the work of institutionalized censorship agencies such as the Swedish Statens Biografbyrå was. It is not unlikely that expanded possibilities for punishing anyone who spreads copyrighted material will result in larger and larger areas that may not be accessed, as the avoiding of conflict and repressive actions will emphasize the behaviour to take detours around information that is deemed taboo and therefore suspicious and dangerous.The ACTA trade agreement is one proposed tool for such extended possibilities for punishment. This essay does not however claim that copyright and censorship are the same ? but rather that the institutional execution of power that was previously a matter of state censorship has a lot of similarities with current and prognosticated application of copyright laws by corporations.While claiming to protect the individual, the disciplinary power executed actually aims to protect the one executing it; the purpose of the power structure is to replicate itself..

During the late 1990s a movement with the intention of forming independent libraries emerged on Cuba. They were seen as an alternative to the public libraries which were supposed to be suffering from censorship by the Cuban government. The purpose of this thesis is to compile and bring structure in a debate regarding public libraries on Cuba and what have become known as independent libraries. In this thesis a textual analysis has been approached for examining articles, websites and reports concerning what attitudes and position the library support organizations Friends of Cuban Libraries FCL, Cuban Libraries Solidarity Group CLSG and IFLA/FAIFE have regarding the two different library types. These positions is throughout the survey connected with the concept of intellectual freedom.

What is deemedas controversial, both by the public and by the librariansthemselves are explored through qualitative interviewswith six librarians.The librarian's find that they rarely experience anythingthat can be called aggression or organized protests likethose found in the USA.
Etik och censur inom internetfiltrering ? En forskningsöversikt
This paper is a research review in the realm of censorship systems andfiltering systems. It applies ethical considerations to the creation of censorshipsystems bringing forward discussion on the ethics of technology with thepurpose of limiting access to information.There is active research being done in the area of automatic content filteringand censorship systems. These are systems that can filter out undesiredmaterial, typically from the Internet, automatically. Used in some nations,many schools and even mandated in some libraries there are many ethicalquestions raised concerning censorship and access to information.Part of the review concerns the level of accuracy of these systems presentedby researchers in the field and the different approaches used. Reviewedarticles centre around automatic content classification and filtering ofpotentially harmful materials with regards to minors while some relate tocensorship technology in a wider sense.Results show a general lack of discussion concerning the ethics of thetechnology in the research reviewed.

The aim of this thesis is to study different aspects of the public libraries' investment in public access computers connected to the Internet. What level of accessibility can be found at the surveyed libraries concerning the number of computers open to the public, as well as chat and email services? What activities have been taking place with the computers in focus, and what have the goals of these activities been? Is there any control of content, and what aspects of the Internet are, if that is the case, subject to censorship. And how do the governmental policies relate to the surveyed libraries' intentions and activities regarding the Internet? In order to answer these questions, each main library in the 42 largest towns of Sweden was surveyed response rate: 100 %.

This thesis aims to study the impact of the transition from communism to democracy on the public libraries in Poland. The central areas of study are changes in: the organisation of the public library system, the role of the public library in society, the librarian's daily work and job situation and collection development. The thesis is based on qualitative interviews with public librarians, public library managers and researchers in Warsaw, Torun and Gdansk. The theoretical background consists of chapters outlining thoughts on democratic and communist library ideas and public libraries' responses to a changing society. The results show that the public library system has been affected by two major decentralisation reforms in Poland, leaving the libraries in the care of local governments.

The aim of this thesis is to describe and analyse the development of libraries on Tjörn, an island on the Swedish west coast. I have divided the thesis in two parts, one in which I will describe the libraries development between the years 1873 to 1952 in the municipality of Stenkyrka and one in which I will describe the libraries development between the years 1976 and 1985 in the municipality of Tjörn. The study is mainly based on written materials and a theoretic model will also be used in which I apply three factors, society, the libraries economy and individual actors on the library activity. The libraries in Stenkyrka during the early period were dependent of public grant from the state for their survival and the libraries were undeveloped. The society around them was poor and hardly any money or assistants came from the municipality.

The focus of this work is to study whether public libraries should offer their patrons unlimited access to the Internet, or restrict which sites they can visit. The most common tool used to limit Internet access is filtering software. The author has administered four interviews with public librarians working in libraries in Southern Sweden. All four librarians had different opinions about restricting Internet access. The most important question asked was if they had chosen to use filtering, and the reasons for their decision.

The purpose of this thesis is to examine how five public libraries reason about the use of social media in their day-to-day work. This thesis aim to answer three research questions: What is the libraries use of social media today? How do libraries look upon their own use of social media? And have the libraries formulated any goals about their use of social media, and what are their thoughts on this? The methodology used in this thesis is a content analysis of the libraries social media and a questionnaire interview which was sent by mail to all of the libraries involved. The theoretical framework for the thesis is a model developed by Jochumsen, Hvenegaard Rasmussen and Skot-Hansen.The results of our study shows that the room of meetings, from the theoretical framework, are the most represented in the content of the social media used by the libraries. The libraries find that social media is a good way to connect and communicate with their users, but they feel that the time they spend on their social media is not enough.Our study also shows that most of the libraries have not formulated any goals for their use of social media, and that they do not have any intentions to do so..
